The increase of four Cadet Officers Class II is accounted for by the transfer of two officers from another department and provision for two unpassod Cadets in training. In addition, one officer is on sick leave in the United Kingdom and another officer on a course. When officers are away on leave or on a course and theif futuro employment is uncertain they are provided for under this Head. Consequently as a relatively larger percentage of the Cadot establishment than is normal is absent from the Colony, provision under this Head is unusually heavy. Moreover with the absence of one Administrative officer on sick leave in the United Kingdom and another on a course, it is necessary to provide for an additional post next year.
The post of Secretary for Development has been abolished. Ono Executive Officer Class II has been transferred to the Audit Department, one Messenger to the Kowloon-Canton Railway and three Motor Drivers and two Lift Operators to the Public Works Department. Motor Driver has been regraded as the Colonial Secretary s Chauffeur and three Women Confidential Assistants have been promoted from Class II to Class I. One new post of Woman Confidential Assistant Class II has been created and three posts of Messenger abolished. In addition transfers and promotions have occurred in the General Clerical Service. Personal Emoluments show an increase of $97,057.
Minor changes have occurred in recurrent expenditure. A new sub-head for the hire and maintenance of a teleprinter, for which provision of $1,020 is made, is created, while a sub-head for the cleaning of offices has been deleted. Provision of $6,620 is made for air- conditioning plant under Special Expenditure which shows a slight increase of $1,620 over the previous year's figure.
The net increase under this Hoad is $104,597.

As a result of the transfer of two Cadet
officers to the Colonial Socretariat and the abolition of ten posts of Revenue Officer Class III, Personal Emoluments show a decrease of $40,912.
Economies effected in recurrent expenditure
result in a saving of $11,100.
